Unclear requirements cause repeated requests and incomplete starts. A folder link is insufficient if the delivery owner cannot open it or it contains the wrong version.
For one project, record each requested item, dependent step, actual receipt and access check. Count blocked steps and elapsed waits. Do not add overlapping waits as extra labor.
